how the map is drawn

the state map gives every tile one small block in index order, forty to a row. the census counts cells by weight. the row and column bars add up mass along each line of tiles, which shows where in the field buying has gathered. the two regions at the end are found by sliding a three by three window over every tile and keeping the window with the most mass and the one with the most cuts.
